NT to start electronic billing system

Kathmandu: Tired of toting cash and waiting in long queues to pay your phone bill? Here’s cheer for Nepal Telecom (NT) landline users: no need for queues or worry about late fines.

Government telecom service provider NT is developing a Mobile Wallet System. To reduce the paper cash transaction system, grant financial security and to create proper time management, NT will provide electronic bill payment system. It recently launched PSTN bill payment system through various banks.

“Along with postpaid bill paying system through banks, we have started the PSTN bill payment system through banks,” said Lochan Amatya, Director at Information Technology Directorate. According to Amatya, currently the

postpaid mobile and PSTN bill payment is being done

through some banks here as NT is on its testing period. And as soon as NT is prepared to launch the system, it will make contracts with major number of branch present.

The bill payment system is currently available at Laxmi Bank, Machhapuchre Bank, and Bank of Kathmandu while NT is trying to develop contact with Nepal Investment Bank, Nabil and Bank of Asia. The system at the moment is available in Kathmandu Valley, Pokhara, Banepa, Biratnagar, Dharan, Bhairawa, Butwal, Hetauda, Tadi and Bharatpur. “ We are planning to replace the traditional bill payment system at Birgunj with the electronic payment system through banks,” said Amatya.

“We are trying to bring new changes and awareness through IT field and with its success we can introduce Mobile Wallet System here in Nepal, which will definitely reduce the problem of carrying huge cash and proper money management,” Amatya said.

NT till date has a total of 22 per cent of postpaid mobile revenue collection through banks. Its recently launched PSTN bill payment system has made a banking collection of Rs 10 lakh and it is increasing. NT has a target of more than 50 per cent of its collection through online services.

“ Through this system NT also will benefit as it can utilize its resources in

the development of its services,” said Amatya.

NT has 5.16 lakh PSTN users while the total number of GSM postpaid mobile users is around one lakh and the number of prepaid mobile users is 25 lakhs.

In the new system, customers can pay their postpaid mobile and PSTN bills via

any bank or its branch offices providing the service

of bill payment through personal account, cash or internet. Customers holding

personal accounts in the bank can make payment through their accounts. Those not having accounts can make direct cash payments.

Maoists prepares draft of new constitution

The Unified CPN (Maoists) has decided to propose a mixed system with an executive President and a Prime Minister with limited authority to be incorporated in the new constitution.

A task force led by Finance Minister Dr Baburam Bhattarai, formed to prepare the draft of the new constitution, made such suggestions. The final draft was prepared by compiling recommendations from various 11 sub-committees formed to submit the suggestions.

In response to Nepali Congress (NC) President Girija Prasad Koirala’s remark that presidential system would invite totalitarianism, Bhattarai said when presidential system is being followed successfully in various other countries including the USA, a mixed system in Nepal would not invite totalitarianism. The main opposition party (NC) has already decided to propose a parliamentary Prime Ministerial system.

Meanwhile, the parliamentary party meeting of the Maoists has instructed its CA members going to various districts to collect public opinion for the new constitution to advocate for Presidential system.

The PP meeting also endorsed the party’s decision to nominate Narayan Kaji Shrestha as the deputy leader of the PP. nepalnews.

New judicial system will be introduced: Law Minister

POKHARA, Oct 18 – A senior Maoist minister on Saturday said that present judiciary will be modified and ‘people’s judicial system’ will be implemented after the country’s entry into the federal republic setup.

Saying that the current system is influenced by the 250 year old centralised system led by the king, Minister for Law, Justice and Constituent Assembly Dev Gurung today added that judiciary will be rectified.

“Now the judiciary will be fusion of experiences with the people’s court and the conventional system,” Minister Gurung said and claimed that it will be democratic and people-oriented as well.

Furthermore, Gurung who is a central leader of the CPN-Maoist, said the aim of all communists is the people’s republic and opined that the name of the party should not remain same forever.

Speaking at a programme in Pokhara today, Minister Gurung said that the constitution making process will start after the ratification of the Constituent Assembly Regulations. “The budget session of the CA will conclude before Tihar and drafting of the new constitution will start after that,” he added.

“A new constitution will be built as per the speciality of Nepal,” he said. “It will guarantee the rights of all class, caste and region and the sovereignty and independence of the country.

ICC to continue with umpire decision review system

The umpire decision review system which was first used in the India-Sri Lanka Test series received a positive feedback in the three-day International Cricket Council’s (ICC) seminar of umpires and referees that concluded this week. The ICC said that review system will be extended to future Tests as well.

‘For me, the most interesting thing was the detail surrounding the decision review system and the upcoming further trials. There was very positive feedback from the first trial (in the Sri Lanka v India series) and now we want to continue those trials and make a really in-depth analysis of the system,’ Emirates Elite Panel umpire Steve Davis said in a statement after the conclusion of the seminar.

‘We need to be open-minded when considering the system and we are committed to being objective and giving it a real good try,’ he added.

New constitution to eschew parliamentary system, says Baidya

KATHMANDU, Sept 13 – Maoist head of party affairs Mohan Baidya on Saturday said that the CPN-Maoist does not believe in the parliamentary system and is determined to establish a people’s democracy (janabad) through a ‘new people’s revolution’.

Talking to the media in the capital today, Baidya, who is believed to be a hardliner, said that since the parliamentary system could not work in favour of the people earlier, the new constitution cannot take it up.

“We believe that the parliamentary system has failed everywhere in the world. So we have to find an alternative to it in Nepal,” he added.

He further said that Prime Minister Pushpa Kamal Dahal’s India visit should prove to be a milestone in favour of nationality.

Umpire decision review system to be extended

Following the immense success of the umpire decision review system used on a trial basis in the recent India-Sri Lanka series in July-August this year, the International Cricket Council (ICC) is now planning to extend it to other Test series too.

‘That was a very positive piece of work we attended to at the (ICC) Chief Executive’s Committee (CEC) meeting,’ ICC chief executive Haroon Lorgat said at a press conference here Thursday.

Under the new system, a batsman or the captain of the fielding side can ask for a review of an umpire’s decision. Each side is allowed three such reviews an innings.

‘There were lots of reports about the positive outcome of that trial system. And, in fact, what the chief executive committee has recommended is to extend that trial so that we could get it in all the series coming up until the cricket committee meets sometime in May at which point they will make decide on the future of the system,’ Lorgat said.

He said that the ICC wanted as many umpires and match referees as possible to experience that trial system over the next four bilateral series.

The trial run of the system would then include all Test playing nations.

‘My recollection (from the CEC meeting) is that it would involve all of the Test-playing nations and it may well involve all of the umpires and match referees as far as possible,’ Lorgat said.

The ICC CEC meeting here Wednesday received a report on the trial of the umpire decision review system used in the India-Sri Lanka series from ICC umpires’ and referees’ manager Vince van der Bijl and ICC umpires’ manager Doug Cowie.

PM to direct Home Minister to scrap syndicate system

KATHMANDU, Sept 1 – Prime Minister Pushpa Kamal Dahal said that he will direct the Minister for Home Affairs to scrap syndicate system on Monday.Prime Minster Dahal said so in a meeting with the representatives of Federation of Nepalese Chambers of Commerce and Industry (FNCCI) this morning.

The representatives tendered a memorandum which warns to take to the streets if the Supreme Court’s recent decree to scrap syndicate system is not implemented within five days.

Kailali Chambers of Commerce and Industry had initiated the agitation calling for abolition of syndicate system about three months ago.

The Supreme Court had issued an interim order, in the name of the government, to discontinue the prevailing syndicate system in the transport sector.

The business entrepreneurs claim that the system still exists.

The business entrepreneurs on the initiative of the FNCCI had put off their hunger strike after the prime minister assured them that the syndicate system will be removed within two months.

Earlier, the Home Ministry had directed the transporters through Chief District Officers to suspend the syndicate system.

FNCCI to Launch Anti-Syndicate Protest

Federation of Nepalese Chambers of Commerce and Industry (FNCCI) is now all set to declare an indefinite protest programme against the government if the illegal syndicate system is not put to an end.

FNCCI held a press meet on Wednesday here where its president Kush Kumar Joshi said, “During our meeting with the Prime Minister, he assured that the system would be ended. Respecting his promise we called off all our protest programmes but the monopoly is yet to end.” He added that FNCCI did not need any assurance, what it needed was the elimination of the syndicate system from the grass root level.

According to Joshi, FNCCI filed a writ in the Supreme Court on July 24 against the syndicate system, but the interim order given by the court and the directives of the Prime Minister were not followed. He said, “Within five days we will meet the Prime Minister again and if within five days of that meeting the Prime Minister fails to end the syndicate system, we will not cooperate in any kind of government programme and will stage severe protests.

Joshi also said, “Whichever government is formed, it only wakes up when strong and vociferous protests are made or when bandhs and strikes occur. The gentle mode of protest is not enough.

According to FNCCI, it is now 68 days since industrialists have been protesting against the syndicate system. Many attempts have been made to end this system but those involved in it have scant respect for any policy made by the government or order given by the Prime Minister.
