Re-verify Maoist combatants: NC

KATHMANDU: Nepali Congress (NC) lawmakers Sunday demanded the re-verification of the Maoist combatants as their real number was evidenced to be only about 7,000 instead of 19,000 by the recent public secret videotape of Maoist chairman Pushpa Kamal Dahal ‘Prachanda’.

During the meeting of the NC parliamentary party held at Singh Durbar, they criticised UNMIN for its inability to find the actual number of the combatants. All Constituent Assembly (CA) members who spoke at the meeting, according to Dr. Prakash Sharan Mahat, said that President Dr. Ram Baran Yadav saved the nation from Maoists’ attempt to capture the state power. They dubbed the president’s step as appropriate and constitutional.

The lawmakers demanded to launch nationwide campaign in support of the President’s step. They flayed Unified CPN-Maoist for blocking the process of new government formation by obstructing the parliamentary process.

The lawmakers also demanded a probe into the unlawful expanses of billions of rupees from Finance Ministry for distributing money to the Maoist cadres. “The lawmakers demanded that the issue should be probed through public account committee of the legislature parliament,” said Dr. Mahat.

The lawmakers expressed serious concern over the Maoists’ strategy of buying weapons by using the state coffers for a fresh revolution to capture the state as explained by Prachanda in the videotape, said Dr. Mahat.

The meeting decided to form a high level mechanism to coordinate the party’s CA members representing different sub-committees of the CA.

OAG submits audit report; Rs 9.97b in arrears

KATHMANDU, Nov 16 – Expressing concern over the increasing tendency of making expenditure by breaching the law in the government offices, the Office of Auditor General (OAG) on Sunday suggested the government to end such a trend at the earliest, and make an arrangement to use the state coffers only after taking approval from the parliament.

In an audit report of the fiscal year 2007/8 submitted to President Dr Ram Baran Yadav today, the OAG has shown Rs 9.97 billion in arrears. With this, the total government misappropriations have increased to Rs 26.900 billion.

Ministry of Finance tops the list of ministries, showing highest amount in arrears. Similarly, the Ministry of Physical Planning and Works, Local Development, Education and Sports and the Defense Ministry respectively follow the list.

According to Bachhu Ram Dahal, the Acting Auditor General, the government has been suggested to end the financial impunity and make the OAG more independent and sophisticated. Meanwhile, President Yadav stressed on the need for maintaining financial discipline. After receiving the report, he pointed out the need to make a special division.

The OAG floated the suggestion to the president, saying that the expenditure made in the past without mentioning in the budget has led to increment in arrears.

The report states that out of total government expenditure only Rs 9.

has been settled while the remaining Rs 9.97 billion is arrears.

Out of the additional misappropriation, Rs 5.280 billion was spent without meeting the criteria and nearly four billion rupees earmarked in advance.

KATHMANDU, Oct 4 – Senior leader of CPN-UML KP Sharma Oli on Friday alleged that the CPN-Maoist is trying to set its agenda for capturing power through public statements that they want to establish a people’s republic.He urged the Maoist leadership to clarify the party’s ‘abstract’ concept without mincing words. “One party dictatorship is not acceptable in the name of a people’s republic,” Oli said at an interaction organised by Reporters’ Club. “They have to clarify. What are the basic principles of this system?

In recent days, senior Maoist leaders announced at different forums that they would not adopt a traditional parliamentary system but rather a people’s republic was the system they wanted to bring in.

Oli, who is known as a frequent and vocal critic of the Maoist, spoke against statements by the Maoist leadership about creating a new national army. He described such announcements by responsible leaders as a matter of serious concern.

The CPN-UML leader criticised the Maoist for sparking new controversies instead of taking the peace process to a logical conclusion. Proper resolution of the conflict and writing a new constitution should be the first and foremost priority, he said. “But the Maoist is trying to derail the process.

He also accused the Maoist of not trusting the Nepal Army, other security agencies or civil servants and urged the former rebels to get rid of past bitterness. “Prime Minister Pushpa Kamal Dahal is now enjoying facilities from state coffers unlike Maoist Chairman Prachanda who used money collected through Maoist donation drives,” he said.

Oli repeatedly underscored the need of a national government. According to him, it is still not too late to form such a government so that the task of writing a new constitution and taking the peace process forward would be worthwhile.

On Maoist combatants, he explained that the agreement meant three concepts– rehabilitation, management, and integration. But the Maoist insisted only on integration of their combatants in the Nepal Army, he said.

Take action against DEO: CIAA

KATHMANDU, Aug 11 – The Commission for the Investigation of Abuse of Authority (CIAA) has directed the Ministry of Education and Sports to identify officials involved in illegal recruitment of teachers in Rukum district.Issuing a statement here Sunday, the commission asked the ministry to identify officials who hired more teachers than the allocated quota and budget for the salary and allowance of illegally recruited teachers, and to take action against the people involved.The CIAA directive comes after investigation into a case filed against the then District Education Officer (DEO), Mahendra Kumar Bohara. In the case, Bohara has been accused of abusing state coffers by hiring more teachers than the allocated quota.He has also been charged with sanctioning study leave to a teacher for subject not permitted by the law. In a statement, the CIAA claimed that teachers are granted leave if they want to pursue education in Math, Science, and English faculties. But Bohara allowed leave for Maya Gyawali of Bal Mandir Primary School at Musikot to study subjects other than these three.CIAA has asked the ministry to take legal action against Bohara for sanctioning Gyawali leave.prepared by investigation officials has not indicted any official involved.The investigation officer's report submitted to the commission says that additional 24 teachers not within the government quota are working in Rukum.
