Thousands more flee Sri Lanka war zone, no trace of LTTE chief

Thousands of sick, injured and fatigued Tamil civilians fled Sri Lanka’s shrunken war zone Tuesday in a heart rending ‘human avalanche’, but there was no trace of the elusive Tamil Tigers chief Velupillai Prabhakaran.

Television footage showed men, women and children wearily walking out of a strip of land in coastal Mullaitivu district after troops poured into the last remaining base of the Liberation Tigers of Tamil Eelam (LTTE) in a determined bid to crush a quarter century long separatist campaign.

The apparent end game in the LTTE’s armed struggle, which has left more than 70,000 dead, evoked political tremors in neighbouring India where Tamil Nadu Chief Minister M. Karunanidhi pressed Prime Minister Manmohan Singh to force Sri Lanka to declare an immediate truce.

As if in response, Manmohan Singh declared that the LTTE — which is outlawed in India — was ‘a terrorist organisation’ and Prabhakaran, 54, was ‘a proclaimed offender’ for ordering the 1991 assassination of former prime minister Rajiv Gandhi. His widow Sonia Gandhi now heads India’s ruling coalition.

‘The LTTE is a terrorist organisation. Prabhakran is a proclaimed offender. That position has not changed,’ Manmohan Singh told Times Now TV channel.

He spoke after Karunanidhi sent a frantic telegram to Manmohan Singh and Gandhi describing the situation in Sri Lanka as alarming and the condition of the Tamils as ‘very critical’. He asked them to give an ultimatum to Colombo ‘for an immediate and permanent ceasefire and save lakhs of Tamils in Sri Lanka’.

But electoral politics — the Congress and Karunanidhi’s DMK are key allies in Tamil Nadu — made the Congress change course by evening when it urged Sri Lanka to ensure ‘cessation of hostility’ to allow Tamils to move out of the conflict zone.

‘The Congress is deeply concerned about the fate of innocent Sri Lankan Tamils. We appeal to the Sri Lankan government to ensure cessation of hostility and allow the innocent Tamils to move safely from the conflict zone,’ Congress spokesperson Jayanthi Natarajan said in New Delhi.

Colombo has in the past refused to declare any truce, saying this would only provide oxygen to a badly cornered LTTE, which until a few years ago controlled vast areas in Sri Lanka’s northeast.

The defence ministry said the army’s 58 Division had entered Puthumathalan and Amapalavanpokkanai in the no fire zone (NFZ) from where over 31,000 civilians escaped to government-held areas Monday. This has taken the number of Tamils who have fled the LTTE territory so far to some 52,000.

‘Now the troops have established positions from Puthumathalan to the beachhead,’ it said. Puthumathalan is located 395 km northeast of the Sri Lankan capital.

Sri Lankan intelligence sources say that Prabhakaran and his intelligence chief Pottu Amman are still in the area. The LTTE is now left with just 12 sq km on the coast of Mullaitivu.

The Tamil Tigers Tuesday failed to meet the noon deadline set by Colombo to surrender. There was also no word on Prabhakaran, the LTTE’s feared founder leader who the military has vowed to capture or kill.

‘The LTTE terrorists have not surrendered during the ultimatum. But the people who were held hostage by the LTTE in a small strip of coastal land in Mullaitivu continue to arrive in the government-held areas in large numbers,’ military spokesman Brigadier Udaya Nanayakkara told IANS.

Televisions showed thousands of civilians fleeing the rebel held area, a mass exodus that began Monday. Sri Lankan media dubbed it a ‘human avalanche’, with the Daily Mirror newspaper calling it a ‘great escape’.

Most civilians — in tattered clothes — carried a small bag, perhaps their sole belonging.

There are varying estimates about the number of civilians still holed up in the area, who Colombo had earlier said were being forcibly held back by the Tigers as a human shield. The number last month ranged from the Indian estimate of 70,000 to the UN’s 250,000.

The LTTE meanwhile claimed that about 1,000 civilians were killed and 2,300 injured in military operations since Monday. The rebels urged the UN and international organisations to act, saying civilian casualties were mounting due to the army’s move to evacuate civilians from the war zone.

Security forces have moved further into the rebel-held areas, capturing among other places a police station that had been run by the Tamil Tigers.

The conflict and civilian suffering has triggered massive demonstrations by Tamils in Western capitals, forcing some countries to urge Colombo and the Tigers to go for peace.

Sri Lankan army enters Tamil territory to rescue civilians

Tamil Tiger rebels are on the run with the Sri Lankan army continuing its military assault in the north-east of the country.

A previous halt in fighting last week, to allow civilians to escape, saw only about 1,000 people leave the battle zone on the tiny coastal strip still held by the Tamil Tigers.

Up to 100,000 civilians are still believed to be in the area.

The government says while the army is advancing on the area, which it has declared a safe zone for civilians, there will not be a massive assault.

The United Nations has said tens of thousands of people are being held as human shields by the Tamil Tigers, and has asked the Sri Lankan military to protect them.

Tamil Tigers did not attack anyone outside its borders. They are FREEDOM fighters. They protected the Tamils in Eelam.In the case of Rajiv Gandhi, he sent troops who killed the Liberation Fighters and raped many of the Tamil women. This is aggression and Tigers fought back.There is no comparison between the Al-Qaeda and the Tamil Tigers. Do not compare durians and chikus. Jagdish Tytler, Sajjan out of polls contest : Congress

New Delhi, April 09: Under intense pressure from the Sikh community the Congress party on Thursday decided not to field Jagdish Tytler and Sajjan Kumar, alleged to be involved in the 1984-anti Sikh riots case, as its candidates for the Lok Sabha polls. The decision in this regard came shortly after Jagdish Tytler voluntarily decided to withdraw his Lok Sabha polls candidacy while addressing a press conference in the national capital.

Tytler has backed out due to the controversy surrounding his alleged involvement in the 1984 anti-Sikh riots case.

The disgraced leader, while announcing his decision to withdraw as Congress’ Lok Sabha candidate, blamed the media for projecting him as a criminal and for ruining his reputation.

“My heart says a lot of embarrassment has been caused to the party. I don’t think I should fight. I am not going to pursue for Lok Sabha tickets. I have left it to the Congress party to decide about my candidature. I will abide by the party’s decision. I will not even think of contesting elections. I don’t want to cause any embarrassment to my party,” he announced while addressing a press conference in the national capital.

Referring to the 22-year-old case, which has witnessed several twists and turns, Tytler said, “The case registered in the court has nothing to do with me. No single affidavit has been filed against me.”

Giving a piece of advice to the media for its bias, Tytler said, “I want you to understand that a lot of damage has been done to me and my family. These have been most terrible times. I hope no one else faces such times.”

He alleged, “The media has not understood the case. The CBI has given me a clean chit as nothing was found against me.”

“No role of Congress”

Clarifying that the Congress government had nothing to do with the clean chit to him Tytler recounted, “I want to clarify that I got a clean chit form the CBI when the NDA was in power and Shri L K Advani was the Home Minister.”

He then attacked the main opposition party BJP and the Akali Dal for launching a “vicious campaign” against him and creating a negative “atmosphere” at the time of elections. He reiterated that if any protest had to be registered then it should have been done when the NDA was in power and his name was cleared. “I would like to ask why is it that Mr Badal and the Akali Dal were silent when I was given the CBI clean chit and the NDA was in power?”

While admitting he had met Congress leader Ahmed Patel before he announced his decision, he refused to clarify whether he was pressurised by the high command to back out. According to sources, Tytler was told firmly that there was no option for him except voluntarily withdrawing from the race by Patel, Pranab Mukherjee and Oscar Fernandes.

Tytler was at pains to tell how he wanted to save himself and his party from disgrace. “I have been associated with the Congress for many many years. I do not want that the Congress gets embarrassed on my account.”

Clarification of Case

Elaborating further, Tytler said that the case was simple as after 22 years only two applications were filed in the Nanavati Commission in connection with the case and then the CBI was asked to find out whether it was genuine or not.

After thoroughly examining the witnesses, the CBI reached a conclusion that all the statements made by the key witnesses were false and all the affidavits filed in this case were forged and nothing could be established, he added.

The Congress leader further stated that in total twelve commissions were constituted to investigate the 1984 anti-Sikh riots case. Out of which five were formed during the BJP regime and seven were formed when Congress was in power, he added.

Challenging that not a single criminal case was registered against him anywhere in India, he accused the key witnesses including Succhar Singh, Jasbir Singh and the defense counsel HS Phoolka for trying to falsely implicate him and misleading everyone.

He also showed newspaper cuttings and other important documents and the counter affidavits filed by the family members of the key witnesses in which they claimed that Tytler was innocent.

He attacked Jasbir Singh, one of the key witnesses, by saying that he himself was convicted by the court of Rajiv Mehra and was a runaway criminal.

Tytler claimed that he was with senior Congress leaders including Rajiv Gandhi and R K Dhawan on the day for which the anti-Sikh riots case has been registered against him.

When asked by a journalist that despite all the clarifications that he is issuing and proofs that he was showing to prove his innocence, what was it that his conscience told him, Tytler seemed at a loss of words. He only said, “If I were to tell you, my conscience says a lot of things.”

After Tytler backing out of the electoral fray, the pressure has now mounted on another tainted Congress leader Sajjan Kumar to withdraw his name as party’s Lok Sabha candidate.

Vaiko warns bloodbath in TN if LTTE chief harmed

Using the waning war in Sri Lanka as a poll plank, Vaiko has warned the government in Tamil Nadu of a bloodbath should LTTE leader Prabhakaran be harmed.

Saying that people of Tamil Nadu must remember Rajiv Gandhi’s assassination. He also warned that “India will not remain one country if the government refuses to intervene and stop the war against the LTTE”.

“It has been quite a long time and we have forgotten what happened in Sriperumpudur. If anything happens to LTTE leader V Prabakaran, there will be a bloodbath in Tamil Nadu,” he said.

Vaiko was arrested under the anti-terror law POTA by the AIADMK government in 2004 for his pro-LTTE speech.

Saif, Lara Dutta get Rajiv Gandhi award

Mumbai, Aug 18: Bollywood actors Saif Ali Khan and Lara Dutta have been given the 11th Rajiv Gandhi annual award for their contribution to Indian cinema, at a function attended by political stalwarts and Bollywood personalities.

“This is for the first time I have received an award which is not completely related to films,” said Saif after receiving the award Sunday from Maharashtra Chief Minister Vilasrao Deshmukh.

Lara Dutta thanked the jury members for selecting her for the prestigious award and said it was a great honour for her to receive the award.

She said, “I have grown watching Rajiv Ji and have always admired him for his ideologies and vision. It’s a great achievement to receive an award by his name.

Deshmukh also honoured Padma Bhushan Baba Kalyani, Chairman of Kalyani Group for his outstanding contribution to the field of business.

Deshmukh also handed the award to journalist Vir Sanghvi for his contribution to the field of journalism.

“This award is special to me because of two reasons. First the award is in memory of a person whom I admired because of his visionary power and secondly it has been awarded by Deshmukh Ji,” said Sanghvi while receiving the award.

Darsheel Safary of “Taare Zameen Ke” fame was awarded as a child prodigy, by Congress MP Rajiv Shukla.

Football star Bhaichung Bhutia received the award for the most inspiring sports personality. Model cum actress Yukta Mookhey and Congress MP Rajiv Shukla gave him the award.

Other personalities who received the award included Anna Hazare for social service, Mehul Choksi for innovative marketing, Sunny Varkey for education, Sameer Gehlaut as the young enterpreuner and Vandana Luthra as the Women Achiever.

Indian wrestler Dalip Singh Rana, popularly known as “The Great Khali” was not present to receive his award for Super Achiever Wrestler.

Salman Khan, Kareena Kapoor, Shankar-Ehsaan-Loy and Rakhee Sawant performed on the occasion. Laughter Challenge star Navin Prabhakar also entertained the audience.

M S Dhoni awarded Rajiv Gandhi Khel Ratna

New Delhi: India’s One-day and Twenty20 cricket captain MS Dhoni will be awarded the country’s highest sporting honour — the Rajiv Gandhi Khel Ratna award.

Dhoni becomes only the second cricketer after Sachin Tendulkar to be given the honour. Tendulkar won the award in 1997-98.

Dhoni led India’s Twenty20 team to a memorable win at the World Cup in South Africa, and followed it up by leading a young team to victory in the One-day tri-series in Australia.

There had been speculation that the BCCI hadn’t sent Dhoni’s form in time but that issue was resolved.

Twenty-seven-year-old Dhoni took over as India’s One-day captain after Rahul Dravid resigned in 2007.

Among other prominent sportspersons to have won the honour are Vishwanathan Anand (chess), Leander Paes (tennis), Geet Sethi (billiards), Rajyavardhan Singh Rathore (shooting) and Dhanraj Pillay (hockey).

Nepal Maoists refuse to allow Koirala to attend SAARC summit

A diplomatic squabble has erupted in Nepal with the Maoists, their former allies the Communists, and a former South Asian Association for Regional Cooperation (SAARC) secretary-general objecting to caretaker Prime Minister Girija Prasad Koirala taking part in the 15th SAARC summit in Colombo later this week.Though Nepal held its national election three months ago, a new government is yet to assume office as none of the parties, including the winning Maoists, were able to garner simple majority.The impasse was further deepened by the first presidential election this month that saw the Maoists suffer a smarting defeat and announce in retaliation that they would sit in opposition instead of trying to cobble up a coalition government.Nepal's outgoing cabinet consequently decided Monday that Koirala, who had formally tendered his resignation to President Ram Baran Yadav, would head the 35-member Nepali delegation to the SAARC summit, accompanied by his daughter, minister without portfolio Sujata Koirala.Angered by the decision, Maoist supremo Prachanda, who was poised to step into Koirala's shoes and attend the summit himself, Monday summoned the Sri Lankan ambassador to Nepal, Sumith Nakanda, at the party office to voice his objections.Prachanda has asked the Sri Lankan envoy to convey to Colombo the Maoist objection to a caretaker prime minister attending the meet and the Maoist perception that it was illegitimate.Soon after the Maoist objection, the Communist Party of Nepal-Unified Marxist Leninist (UML) – the third largest party in the republic and Koirala's ally during the presidential election, Tuesday began calling for the president to attend the summit instead of Koirala.UML chief Jhalanath Khanal said a caretaker government's presence at the SAARC meet would destroy Nepal's tradition of sending a consensus government to the regional platform.In a bid to stem the dissent, Koirala Tuesday rushed to former UML chief Madhav Kumar Nepal's residence in an unprecedented move, seeking Nepal's support for going to the Colombo meet. Ranbir to portray Rajiv Gandhi

Ranbir Kapoor will be playing his favourite political figure, Rajiv Gandhi in Prakash Jha’s Rajniti. It was Ranbir’s father Rishi Kapoor who urged his son to hear the director out. And Ranbir was spellbound.
“I had my mind and heart set on Ranbir for the role. It’s a role that requires innocence, nobility, idealism, vision and dynamism. It also requires a personality of perfect breeding and gentility. I’d have probably dropped Rajniti if Ranbir hadn’t agreed. I could see he was guarded when we met. But the reserve dissolved when I narrated my script to him. ‘I am doing this,’ is all he said after hearing me out,” says Jha.
The role would require Ranbir to go through a gamut of cultural and chronological changes. For Rajniti, he would first play a young Indian student studying in a foreign university with a Caucasian girlfriend. The character then undergoes a mammoth metamorphosis as he’s summoned back to Delhi to take over the family’s political empire after a gruesome tragedy.
Jha is currently looking at three top young international actresses to play Ranbir’s companion. “The heroine won’t be a non-descript model or TV actress posing as a big star for a Bollywood film. The actress opposite Ranbir will be a top-of-the-line name.”
“Ranbir exudes an aura of dignity and calm. He will make Rajniti credible and convincing,” says an unperturbed Jha.

An interview with Dr baburam bhattarai after landslide win

Maoist ideologue Dr Baburam Bhattarai has emerged as the real leader of this country after the Constituent Assembly (CA) polls. He defeated his Nepali Congress opponent Chandraprakash Neupane with a huge margin from Gorkha-2. He says the CPN (Maoist) will not dare to deviate from its political commitments nor will it ever betray the people. He thinks the Maoists have now taken upon their shoulders a greater responsibility, that of restructuring the country and steering it onto the track of economic prosperity.

Dr Baburam Bhattarai, a former student of Jawaharlal Nehru University, is not surprised by the results of the CA election. He argues that the CPN (Maoist) has changed the country’s ground realities. Dr Bhattarai spoke with Prateek Pradhan, Ghanashyam Ojha and Puran P Bista of The Kathmandu Post on how the CPN (Maoist) would proceed with its economic proceed with its economic and political agenda.
Excerpts:
Q: Your party appears to have emerged as the largest one. How would you proceed with your political agenda?

Dr Baburam Bhattarai: We had always pushed for the CA election, which was finally held last week. During the interim period, the Seven-Party Alliance government had already made certain political commitments. One of them was that we would reach a political consensus to form the government. All the political parties that have participated in the CA polls will join the government. Now, the question is who will head it. Obviously, the largest political party will lead the new government. So, naturally, the CPN (Maoist) has to head the coalition government.

Q: Who will head the CPN (Maoist)? Could you name the captain of your party?

Dr Baburam Bhattarai: I can’t tell you right now. We have to discuss and decide who should be the leader. We have to prepare a draft of the new political system. We have to decide the fate of the monarchy. And only then we can think of who will head the CPN (Maoist). Our intention is to establish a presidential system. But we can’t be sure as we have to discuss the matter with other political forces too. We must reach a political consensus because the constitution would need to be amended to set up a presidential system. Unless we have a political consensus, we can’t amend the constitution. So, we can’t simply go for an executive president. In case of political differences, we may have to follow the present form of governance.

Q: How would the CPN (Maoist), being the largest political force, approach other political parties in order to form the government, abolish monarchy and declare Nepal a republic?

Dr Baburam Bhattarai: First, we are going to hold discussions with the major political parties. We would need to seek their opinion and views before forming the government. We would have to work under the Interim Constitution for the time being which would require a political consensus. We shall move forward on this basis. The first sitting of the CA will declare this country a federal republic. For that, we have to develop a political consensus. After that the question would be forming the new government which will be done again on the basis of political consensus. And then we will proceed with the drafting of the new constitution of Nepal. Besides these issues, there are other political commitments such as the Truth and Reconciliation Commission, rehabilitation of displaced persons and revamping and integration of the security forces. I think there will be several challenges and questions. We have to review fourthings immediately – security, political structure, the economy and nternational relation. Such issues require a national consensus.

Q: How do you assess the election results? Did you expect that you would make such a strong showing?

Dr Baburam Bhattarai: The people were looking for total change. We advanced the political agenda for total change during the decade-long people’s war. We have people from different castes, ethnicities, genders and people from different regions. The main agenda of the people’s war was to restructure the state. It took 10 years of the people’s war to establish our political agenda. The people felt that the country’s socio-political and economic structure needed a complete overhaul. So we couldn’t look at things through our old lenses. The media and the elite missed the picture. As a result, the CA results surprised many. The ground realities had changed and they helped us to emerge as the largest party.

Q: Do you think that the people’s support that you have garnered is more than what you expected?

Dr Baburam Bhattarai: We had thought that we would come out as the largest party, and that we might, if we reached a consensus, form the next government. But the manner in which we have clinched victory in the CA polls makes us feel that we have achieved more than what we expected to. Nevertheless, we did think that the results would be in our favor. I have observed how people’s waves have swept parliamentary elections in India. In 1977, Indira Gandhi was defeated. Similarly, sympathy votes after her tragic death helped Rajiv Gandhi to sweep the 1985 parliamentary elections. I had seen such mass hysteria earlier. I personally visited 22 districts and assessed the situation three weeks before the CA polls. I could foresee a massive wave rising in our support. Unfortunately, the media saw things the opposite way. And we also could not convince the media until the CA results showed that the people had voted for us.

Q: You told a local FM station this morning that you have now been burdened by greater responsibilities. What do you mean by that?

Dr Baburam Bhattarai: I take it as a great responsibility because we have to restructure the 250-year-old feudal system. You cannot expect it to happen overnight. Secondly, while restructuring the state, we have to take into account different aspects such as poverty, illiteracy, health and others. We don’t have enough resources and skill to reorganize the country in a way we want to. It may take at least 10-15years to do it. There are mounting challenges ahead.

Q: How can you restructure the state and achieve economic growth in a short span of time?

Dr Baburam Bhattarai: What we need right now is political stability. We cannot think of rapid economic growth sans political stability. Now the CA results have given some hope for political stability. Secondly, there must be a strong leadership. Above all, we have yet to start restructuring the state. So, how can we think of the economy? The 30- year-long panchayat system promised us that it would deliver the people’s needs, but it could not do so as it was a political system imposed by the royal regime to serve its own interests. The post-1990 parliamentary system created a sort of anarchy. It neither had any clear political vision nor could it deliver anything.During this interim period, it would be difficult to think of economic prosperity. We can only think of economic growth in the post-CA period. This mandate has just opened the door to a future Nepal. Now the job is to garner the support of all the political parties and maintain political stability. This would be the beginning. Second, the resources we have include land, water, jungle, herbs and people. I do not think that we run short of resources, but we need external support for technology and skills. We need foreign investments. I am sure if we really work together, we can achieve rapid economic growth in a short span of time.

Q: China has adopted a liberal economic policy. It has achieved remarkable economic growth in the past 30 years. To what extent do you think we can follow China’s model?

Dr Baburam Bhattarai: China eliminated the feudal system during Mao’s regime. It established a solid foundation for economic growth. We could have thought of making rapid economic progress had the country been liberated from the age-old feudal system. When you inject new technology after the foundation for economic growth has been established, you can achieve such development. We don’t have such a foundation now. Once we restructure the state and involve the private sector, it will be possible to achieve rapid economic growth. We would implement a transitional economic policy during such an interim period which involves public and private partnership.

Q: Currently we are seeing a pattern of capital flight. How are you going to halt this?

Dr Baburam Bhattarai: We can’t think of developing this country in the absence of domestic and foreign investments. Technological inputs are of equal importance. So, we will follow the policy of attracting domestic and foreign investments. For that to happen, we have to put an end to political instability. From our side, we have to provide security to investors and create a conducive environment for domestic and foreign financiers. And I also think that we will be able to resolve the differences between labor and management. Unless we resolve such issues, we cannot create a better investment atmosphere. In a nutshell, we recognize the legitimacy of management and the participation of labor in management. Secondly, we have to identify areas for investment and create the necessary infrastructure. We have to focus on productive sectors. We don’t want to encourage assembly industries. Business activities should raise productivity and generate employment.

Q: You mean the state’s involvement in economic activities will increase from now on?

Dr Baburam Bhattarai: The state will play the role of facilitator. The state cannot intervene in business activities. It will encourage investors to raise productivity and generate employment opportunities.

Q: We have seen – especially after the restoration of democracy in 1990 – how political parties rewarded their cadres with jobs in the bureaucracy and other social sectors. How are you planning to restructure the bureaucracy and other sectors?

Dr Baburam Bhattarai: We have to, at all costs, restructure the bureaucracy and the judiciary as they have always been tools of the monarchy. But we have to follow certain norms. So let us leave it open. But we have to think of revamping the security forces as integrating the People’s Liberation Army and the Nepal Army is part of the peace process. We can think of starting the restructuring process only after the monarchy has been removed. But it will be open to discussion. We want to reform the bureaucracy and other sectors in a democratic manner.

Q: You once said that Nepal did not need a huge security force. But if you integrate the Maoist combatants and the army, you are going to have a huge security force. Do you think Nepal needs such a largearmy?

Dr Baburam Bhattarai: The strength of the security forces after the two are combined would be roughly over 100,000. Going by the country’s population, such a number may appear necessary. But we have to reduce the size of the army in the long term. I think that instead of having such a huge number of army, we could go for trained militias who would defend the country at times of war. I think it would be useful to train such a force. We should mobilize them during emergencies.

Q: The UML fared badly in the CA polls. Do you foresee a single communist party in the near future?

Dr Baburam Bhattarai: Until recently, there were three political forces – royalists, social democrats (who represent the bourgeoisie) and leftists. I think there will be only two forces in the future the Nepali Congress, which represents the rich, and the left, which represents the poor. The NC has its own political stand. It’s not going to lose its identity as it has a clear vision and policy. But the CPN-UML does not have any political position. It neither represents the rich nor the masses. It is a eunuch though it continues to be identified as a communist party. It has lost its identity. It can’t stand any longer. Now the CPN (Maoist) has established itself as a communist party. We welcome committed communist cadres of the CPN-UML to our party.

Q: How long will it take to draft the new constitution?

Dr Baburam Bhattarai: It will take roughly two years. But how we proceed will depend on other political forces as well. We must finish the new constitution as early as possible so that we can focus on the economy.

Q:Some still argue that the Maoists may retain the monarchy in a ceremonial form. What do you think?

Dr Baburam Bhattarai: What surprises us is why people think that we will retain the monarchy when it has ceased to exist. There is no question of retaining the monarchy. We did approach some nationalist royalists to join us. That does not mean we are going to keep the monarchy. It is not possible to save it in any form. It has ceased to exist in our minds.

Q: When will the king move out of Narayanhiti Palace?

Dr Baburam Bhattarai: The king has to quit Narayanhiti Palace immediately after we declare Nepal a republic. This is the understanding of the Seven-Party Alliance. He should leave the palace immediately after the first sitting of the CA.

LTTE most dangerous extremist outfit: FBI

New York: Describing the LTTE as the ‘most dangerous and deadly extremist’ outfit in the world, the FBI has asked donors to be careful about charities established as front organisations by the rebel group to raise funds to finance its terrorist activities.

The group, FBI said, has placed operatives right in the United States to discreetly raise money to purchase weapons and explosives and to fund its ‘terrorist campaign’ in Sri Lanka.

LTTE has ‘quite a resume’ as a terrorist group, which is credited with perfecting the use of suicide bombers, inventing suicide belts and pioneering the use of women in suicide attacks, the top investigating agency said.

The rebel group’s "ruthless tactics" has inspired terrorist networks worldwide, including al-Qaeda in Iraq, it added.

Stating that LTTE has killed some 4,000 people in its campaign of "violence and bloodshed" in the last two years, FBI said its operatives have assassinated two world leaders, "the only terrorist organisation to do so."The FBI did not mention the names but LTTE is known to be behind the assassinations of Rajiv Gandhi in 1991 and Sri Lankan President Ranasinghe Premadasa in 1993.

The FBI warning comes within days of the Sri Lankan government abrogating a ceasefire agreement with LTTE amidst fears that the conflict could escalate in coming days.

In its campaign to seize control of the country from the Sinhalese ethnic majority and create an independent Tamil state, FBI said, the LTTE has launched suicide attacks, assassinated politicians and committed all kinds of crimes to finance its operations.

The resulting civil war has taken the lives of nearly 70,000 Sri Lankans on both sides of the conflict since 1983 alone, FBI added.

The US government had designated the militants as a foreign terrorist organisation.

"We’re determined to stop them, using the full range of our investigative and intelligence capabilities," FBI asserted.

In April, for example, Joint Terrorism Task Force in New York had arrested the alleged US director of the Tigers, it said.

The man was alleged to have held several fund-raising events at a church and various public schools in Queens and in northern New Jersey in 2004.

He is also accused of arranging high-level meetings between the group’s leaders and US supporters.

"We’ve also arrested another 11 Tamil Tiger-related suspects in the New York City region. And in Baltimore, following a multi-agency investigation, a pair of Indonesian men pleaded guilty and were sentenced recently for working with others to export surface to air missiles, state-of -the-art firearms, machine guns and night vision goggles to the Tigers in Sri Lanka," the FBI said.
