The Nepali Congress and the CPN-UML today reiterated that a process and a modality must be developed for the adjustment and rehabilitation of Maoist combatants before the formation of a new government.A bilateral meeting between the NC and the UML at the latters parliamentary party office reached an understanding that a definite process, modality and timetable should be developed before the government formation to adjust and rehabilitate over 19,000 Maoist combatants.We realised that the parties need to work out the details of the process and modality to adjust and rehabilitate the combatants, NC vice-president Ram Chandra Poudel, who took part in the meeting told mediapersons.UML leader Bhim Rawal said there was a reference to adjustment and rehabilitation of PLA soldiers in the agreement on management of arms and armies of the government and Maoists, but the agreement was silent on the process.That is why we want to develop a process and modality as well as timeframe to adjust and rehabilitate the combatants before the government is formed, Rawal said.The Maoists, however, are insisting that a special committee under the council of ministers could develop such a modality and supervise the process.The NC and the UML are insisting that there must be a representation of opposition parties in the Constitutional Council and National Security Council.

The Maoists, however, say the existing constitutional provision would serve the purpose, as the council of ministers would appoint ministers in both the bodies, keeping in mind the parties presence in the CA.Other issues that figured in todays meeting included returning of the seized property to the rightful owners and ending the paramilitary-style structure of Young Communist League, which has been occupying many public buildings and land.The Maoists have linked the issue of returning the seized property to the issue of revolutionary land reforms. Returning the seized property to the rightful owners has been one of the most complicated issues, as most of the property seized by the Maoists in the past was distributed to or seized by the landless families and ex-Kamaiya people.
