Sub Inspector Dinesh Sahani and Head Constable Dharmendra Giri, the main accused in the case, were suspended by Narayani Zonal Police Office while DSP Bhandari was recommended to Central Regional Police Headquarters at Hetauda for investigations. A source said although the Deputy Inspector General (DIG) at the regional headquarters had recommended action against Bhandari, no action was taken against him.
After serving for some years in Khotang district as the police chief there, DSP Bhandari was transferred to Nepal Police Headquarters in Kathmandu, where he had been working at the character verification department before he got a call from the PM's office.
A senior official at police headquarters informed that HQ can only decide on the police team responsible for the PM's security. The PM's personal security officers are hand-picked by the PM's office.
He also claimed that both in terms of character and competence, DSP Bhandari does not qualify to be security officer for a VIP.
