If we fail to find solution to it, then the government may table a proposal to this effect and the CA will decide on it,” UML general secretary Jhala Nath Khanal said after holding talks with PM GP Koirala.“We still have some differences on the use of language in the proposed supplementary bill addressing the Madhesi parties’ demand,” Khanal said, adding: “But we will in no way accept anything that means autonomy for the entire Madhes.The UML is against “group-wise” entry of the Madhesi community into the Nepal Army. “There is no doubt that the army should be given a national shape and it should also be made inclusive,” he said. “If the national force is to be made inclusive, then there is no need to use any phrase like group-wise entry.Maoist chairman Prach-anda also said there was no need to use the phrase “group-wise entry of the Madhesi community” into the NA when the parties were committed to making the national force inclusive.The three parties’ separate draft proposals on the issues related to federal autonomy and various communities’ participation in the NA are as follows: (i) Recognising the aspirations of federal structure in line with autonomous states of the Madhesis, indigenous nationalities and backward region, Nepal shall be a federal democratic republic state.(ii) In order to give the Nepal Army a national shape and make it inclusive, participation of other communities, including the Madhesi, indigenous nationalities, Dalit, women and backward region, in it shall be ensured on the principle of inclusiveness and as determined by law.(i) Recognising the aspirations of federal structure in line with autonomous states of the people of other regions, including the Madhesi people’s aspiration for autonomous Madhes Pradesh, Nepal shall be a federal democratic republic state.(ii)In order to give the Nepali Army a national shape and make it inclusive, proportional, inclusive and group-wise entry of other communities, including the Madhesis, shall be ensured as determined by law.(i) Recognising the aspirations of federal structure in line with autonomous states of the people of other regions, including the Madhesi people’s aspiration for autonomous Pradesh, Nepal shall be a federal democratic republic state.(ii) In order to give the Nepali Army a national shape and make it inclusive, participation of other communities, including the Madhesi, indigenous nationalities, Dalit, women and backward region, in it shall be ensured on principle of inclusiveness and as determined by law.
