The agreement mentions issues about the integration, resettlement and management of the Maoist combatants.

The UML general secretary said that the major parties are at loggerheads over the number of members to be included in the to-be-formed special committee that will decide the fate of the Maoist combatants though the parties had agreed to appoint a leader of the committee from a party other than the CPN-Maoist.

The process of integrating the Maoist combatants, who are living at 28 different cantonments throughout the nation, has delayed after the parties failed to materialise the committee due to disagreement over its structure.
