...Dr Prakash Chandra Lohani had finalised the draft of the third amendment to the regulations. According to the regulations (third amendment), Prime Minister shall be elected through a simple majority from among the existing members of the House through a division of vote in the House. Article 38 (2) of the interim constitution shall be repeated until the PM is elected through a majority vote, the amended regulations state.After being elected to the post, Prime Minister shall take oath of office and secrecy from the President.The amended regulations have also set procedures for the presentation of the government’s policies and programme and address to the House by the President in accordance with the Article 52 of the interim constitution.Following the presidential address to the House and his presentation of the government’s policies and programme, the PM shall table a proposal of vote of thanks to the President to be approved by a majority vote of the House.Earlier today, several lawmakers demanded that the government take action against those indulging in domestic violence against women.Most of the female CA members raised the issue of domestic violence against women, citing the arrest of women activists from Maitighar Mandala, where women had staged a relay hunger strike demanding action against those involved in Laxmi Bohara’s murder in Kanchanpur district a few days ago. The women activists had demanded that the government form a commission to check domestic violence against women and form an investigation panel to probe Bohara’s murder.Addressing the House, Home Minister Krishna Prasad Sitaula said the women activists were held after some of them tried to take out a “semi-nude” rally protesting Bohara’s murder.He said commission on domestic violence could not be formed till the new government took shape. An panel to probe Bohara’s murder can also not be formed, as the issue was sub-judice.
